1964 vitesse mk1 steering wheel

First 'flimsyboat', what do we call you?
That's no name for a manly Vitesse owner!

While you can adjust the length of the steering colume a bit, so that it's nearer your chest and further from your knees, but it's fixed to the bulkhead and you can't adjust the angle, or height.

Consider a smaller wheel?
Perhaps not one as small as this (10")!

below the tube end there is a slide joint locked in place by a locknut and short socket cap screw, this is to allow the column to collapse in and acident,if you slacken the clamp and the saddle thatbholds the tube you can as \john says pull the whole assy up towards your chest
retighten the saddle clamp(s) on the fascia and nip firmly( not over tight ) the socket screw , lock the nut.  keep a small gap between the back of the wheel and the top of the cowling, and i would take out the horn brush first to avoid it getting snapped while you pull and push the 2 parts
